Armando Roche, MCBA, serves as Chairman of the Board of Directors, and is CEO and Founder of Roche Surety and Casualty Company, Inc., and Roche Surety, Inc. Armando has been in the bail bond profession for over forty years and is a graduate of the University of Tampa where he earned his Bachelor of Arts Degree in Social Science. He is licensed by the Florida Department of Financial Services (FDFS) as a Managing General Agent, a Limited Surety Agent and is also an approved Instructor of both bail bond agent pre-licensing and bail bond continuing education courses required by the FDFS. Mr. Roche holds the distinction of having earned the bail bond industry’s highest designation, Master Certified Bail Agent (MCBA) and has been inducted into the Bail Agents Hall of Fame.

Throughout his career, Mr. Roche has held numerous positions within the surety industry.

On the national level, Mr. Roche is a Co-Founding member of the Professional Bail Agents of the United States Association (PBUS - established 1981), and served continuously as Vice President or Executive Vice President until 1998 when he was elected to the office of President and served two terms until 2002. He has served continuously on the Board of Directors since its inception and is a founding member of the Council of Presidents, has received National Bondsman of the Year Award and Lifetime Achievement Award, and has been inducted into PBUS's Hall of Fame.

On the state level, Mr. Roche served for over twenty five years as Chairman of the Legislative Committee and Chairman of the Educational Committee for the Florida Surety Agents Association (FSAA). Additionally, he has served as FSAA's President and has received FSAA's Florida Bondsman of the Year Award.

Shannon Roche serves on the Board of Directors, and is President and Chief Operating Officer of Roche Surety and Casualty Company, Inc., and Roche Surety, Inc. Shannon has been in the bail bond profession for over 20 years and is a graduate of Eckerd College where she earned her Bachelor of Arts Degree in Business Management. She is licensed with the Florida Department of Financial Services (FDFS) as a General Lines insurance agent and a Limited Surety Agent, and is an approved Instructor for bail bond agent pre-licensing and continuing education courses that are required by the FDFS. Ms. Roche also maintains non-resident licenses in other states, and holds the distinction of having earned the bail bond industry's second highest designation, Certified Bail Agent. (CBA)

Ms. Roche is a member of the Professional Bail Agents of the United States (PBUS), a member of the Florida Surety Agents Association.

Edward Diliberto is Controller of Roche Surety and Casualty Company, Inc., and Roche Surety, Inc. Edward has been in the bail bond profession since 1999. He is a graduate of the University of South Florida where he earned his Bachelor of Arts degree in Accounting. He earned his Master of Business Administration degree from Saint Leo University with a Concentration in Accounting.  Edward is a Certified Public Accountant licensed in the State of Florida.

Prior to joining the Company, Mr. Diliberto served as Director of Finance for the Tampa Bay Lightning, a National Hockey League franchise and Assistant Controller of Kforce Inc. (formerly Romac International), a publicly traded specialty-staffing firm.

Melisa Martin, CBA serves on the Board of Directors and is Secretary and Compliance Officer of Roche Surety and Casualty Company, Inc., and Treasurer for Roche Surety, Inc. Melisa has been in the bail bond profession for nineteen years and is a graduate of the University of Tampa where she earned her Bachelor of Science Degree in 1995.

She is licensed with the Florida Department of Financial Services (FDFS) as a Managing General Agent and a Limited Surety Agent and also serves as a Certified Instructor teaching bail bond pre-licensing and continuing education courses that are required by the FDFS. Ms. Martin is the Supervising Instructor for all bail bond classes held at Roche Surety and Casualty Company as well as an Assistant Instructor for the Bail Bond course at Hillsborough Community College. Ms. Martin holds the distinction of having earned the bail bond industry’s second highest designation, Certified Bail Agent (CBA). Ms. Martin is a member of the Professional Bail Agents of the United States (PBUS) and the Florida Surety Agents Association (FSAA). Melisa is also a member of the Hillsborough County School's Student Advisory Committee (SAC) where she represents Roche Surety, Inc. as a community Business Partner.

Judith Aultman is Regional Manager/Agency Audit for Roche Surety, Inc. Judi has been in the bail bond profession for over 30 years. Prior to joining Roche Surety, Ms. Aultman represented Amwest Surety Insurance Company as its Regional Manager covering 24 states, and also with the Indiana Department of Insurance as Auditor/Investigator in its Bail Bond Division.

Ms. Aultman is a member of the Professional Bail Agents of the United States and the Indiana Surety Bail Agents Association.

Bob Dawson serves as Director of Marketing for Roche Surety and Casualty Co. Inc.  Bob is a graduate of Indiana University-Purdue University at Indianapolis, earning a Bachelor of Science Degree in Business.  Prior to joining Roche Surety, Bob had many years of experience working in the Insurance and Banking fields, as well as several years in the bail industry.

Bob is licensed with the Indiana Department of Insurance as a Bail Agent.  He is a member of the Professional Bail Agents of the United States (PBUS) and is also a member of the Indiana Surety Bail Agents Association (ISBAA).  Bob currently serves as Indiana Surety Bail Agents Association's Secretary.  Bob also has served many years on the Board of Directors of the White River Yacht Club and is currently the club's Commodore.
